Winter scaling, the most common Lubbock repair
Walk down almost any older street in Lubbock and you will see driveways and sidewalks where the top layer has peeled away, exposing sand and small stones. That is scaling, and it is caused by water freezing inside a weak or porous surface, made worse by salt-based de-icers and by concrete that was finished while too wet.
If the slab beneath is sound and level, scaling is a surface problem. The damaged layer is cleaned and prepared, and a bonded resurfacing material restores an even, durable surface. A sealer on top helps keep the next winter's water out.
Resurfacing does not fix a slab that is cracking through or moving. In that case, the scaling is a symptom of a larger problem, and replacement of the affected sections is the better answer.
Scaling tends to be worst near the street end of driveways and on walks where de-icer was used, so damage is often uneven across a slab.

Cracks and joints
Cracks let water into the base under a slab, where it softens caliche and wets clay pockets, making the next round of movement worse. Cleaning out a crack and filling it with a flexible sealant rated for concrete is one of the cheapest ways to protect a driveway or patio.
Joints wear out too. The sealant cracks and pulls away, dust and debris fill the gap, and weeds grow. Removing the old material and installing new backer rod and sealant keeps water and dirt out.
Rigid fillers rarely last on Lubbock concrete, because slabs expand in the summer heat and contract in winter cold. Flexible materials move with them.

Sidewalks and the right-of-way
Most sidewalks along Lubbock streets sit in the public right-of-way, outside the property line, and the city expects adjacent owners to maintain the parkway area. Replacing a broken or lifted sidewalk panel involves a city right-of-way permit.
Trip edges where one panel has lifted above another can sometimes be ground down or the low panel lifted. Panels broken into several pieces are usually better replaced.
If the damage comes from a large tree, the options include grinding, ramping or replacing the panel with extra reinforcement. The contractor can explain what is possible at your address.

Steps, curbs and edges
Front steps and porch edges take impacts, freeze-thaw cycles and water running off the roof. Small chips can be rebuilt with a repair mortar shaped to match the original edge. Badly cracked or crumbling steps are often better rebuilt entirely.
Driveway edges along the curb and alley break off over time from tires running over them. Rebuilding the edge or replacing the section restores a clean line and stops further breakup.
Around drains and gutters, concrete often deteriorates from constant water. Repairs there should include fixing the drainage so the problem does not return.

Hail and impact
Large hail, which Lubbock gets in spring storms, rarely breaks a well-built slab but can chip edges, damage sealers and mark decorative surfaces. A thorough inspection after a major storm shows whether anything needs attention.
Chipped stamped or colored concrete can often be touched up with matching color and resealed. Plain concrete chips are usually cosmetic.
If you are filing an insurance claim for storm damage, photos taken soon after the storm help.

When to replace instead
Repair is worth it when the concrete is basically sound and the damage is local. It is not worth it when a slab is broken into many pieces, keeps moving each season, was poured too thin or without steel, or already carries layers of old repairs.
In those cases, patching buys a short time. Replacing the worst sections with a proper base, steel and an air-entrained mix costs more up front and less over the years.
The contractor will explain which side your concrete is on and why, before you commit.
Many Lubbock repairs are best timed for spring, after the last freezes and before the summer heat, when materials cure under good conditions and you can see the full extent of the winter's damage.

Questions
Concrete Repair — asked and answered
Can scaled concrete be fixed?
Yes, if the slab is sound. Resurfacing restores the surface, and sealing protects it.
Who is responsible for my sidewalk?
Street sidewalks are usually in the right-of-way, and the city expects adjacent owners to maintain the parkway. Replacement needs a right-of-way permit.
What de-icer is safe for concrete?
Avoid salt-based de-icers. Sand or products labeled safe for concrete are better.
Will a repair match?
Not exactly. Resurfacing a whole area gives a more uniform look.
Is hail damage to concrete serious?
Usually cosmetic on sound slabs, but sealers and decorative finishes may need touch-up.
